CBR Program

Community-Based Rehabilitation (CBR) Program for children and youth with disabilities (CYWDs) is anchored on the principle of equalization of opportunities for and in the social integration of CYWDs and their families through access to appropriate and affordable services, and family and the community participation in implementing and sustaining home and village-based rehabilitation programs.

 

Our CBR's main features are:

  1. provision of support and empowerment of parents in coping with the demands of bringing up a family member especially a child with disability;
  2. community involvement thru local-based workers and volunteers in the rehabilitation process and early identification of children with disability; and
  3. partnership with the local government units and government line agencies in the area.

 

Services include:

  1. provision of rehabilitation services: home-based Special Education, diagnostic/ medical assistance, provision of adaptive devices, physical and occupational therapy, pre-vocational and vocational training, mainstreaming/integration, experiential activities, counseling and other related social and rehabilitative services;
  2. training of parents in understanding disability and enhancing their skills for participation in the rehabilitation of their children, advocacy and leadership;
  3. community education and training of local based workers and community volunteers;
  4. networking, alliance building and organizing.

Another component of NORFIL-CBR is the organization of parents and volunteers.  The "AKAPIN" (Akbay LingaP Inc.) for empowerment and advocacy was initiated in 1992.  It is registered with the Securities and Exchange Commission (SEC) as a people's organization and they now officially operate in three provinces (Bulacan, Cebu and Batangas) as they play active roles in the implementation of CBR in partnership with LGUs as NORFIL CBR starts to phase out in each area.

WAYS TO HELP

There are several ways that you can get involved in our Community-Based Rehabilitation Program for Children and Youth with Disability.

  1. If you are a professional such as a physician, psychologist, social worker, occupational speech therapist, physical therapist, etc., your wonderful gift of time and attention to the children would be most cherished.
  2. Contributions in cash or kind to promote our CBR program would be greatly appreciated.  Program needs include:
    • Financial contributions for sustaining the various programs that help children, youth and women in need.
    • Donations in kind for important areas of food, shelter, health and nutrition, education and learning,  and individual and family development, among others.
    • wheelchairs, mobility aids, vision and hearing aids, among others for children and youth with disability
