Primarily responsible for the implementation of the Foundation’s program quality standards, with emphasis on project monitoring and evaluation as well as reporting and learning.


System Development and Implementation

  • Develop and/or strengthen program/project monitoring and evaluation procedures through performance tracking system, performance indicators, etc.
  • Ensure that a clear monitoring and evaluation description is written as part of each strategic plan document
  • Ensure that the systems and tools that are developed include both quantitative and qualitative information, practical to use and can accommodate different levels of expertise and computer literacy
  • Ensure an effective roll-out of ME&L collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support, as needed
  • Provide support to program/project staff on ways to properly document, organize and track program/project progress
  • Regular review of ME&L system and make improvements as needed and recommended, in consultation with managers, staff, and partners
  • Help coordinate overall program/project review and evaluation activities inclusive of mid-term and final evaluations and support donor and external reviews, as required


Data Management and Analysis

  • Analyze and document changes and patterns in key performance indicators and performance reports and report to the implementing program and other concerned offices
  • Provide recommendations for improvement based on the obtained data
  • Create and maintain an effective system for filing and storage of all program/project monitoring and evaluation documents
  • Ensure that information obtained is also shared with relevant stakeholders through a regular feedback mechanism



  • Bachelor’s degree in Social Sciences, Social Work, Community Development, Statistics and/or other related courses
  • At least three (3) to four (4) years of progressive professional experience in monitoring and evaluation or related areas
  • Previous experience in a non-government organization and/or working with people with disabilities is an advantage
  • Willing to travel when necessary
